According to decrees of the Head of State, Abylkair Skakov has been appointed Ambassador Extraordinary and Plenipotentiary of Kazakhstan to the Kyrgyz Republic. He replaced Rapil Zhoshybayev, who was relieved of the post.
Abylkair Skakov was born in 1974. During his years in public service, he worked in the tax authorities, held senior positions in the Ministry of Finance, served as Deputy Minister of Defense, Chairman of the Financial Monitoring Committee, Akim of Pavlodar region and Chairman of the Board of the Social Health Insurance Fund. Before his new appointment, he served as adviser to Kazakhstan’s Foreign Minister.
Bakhyt Batyrshayev has become the new Ambassador Extraordinary and Plenipotentiary of Kazakhstan to the State of Qatar. The post was previously held by Arman Issagaliyev.
Bakhyt Batyrshayev was born in 1973. He graduated from Al-Farabi Kazakh National University with a degree as an Arabic language teacher. He devoted almost his entire career to diplomatic service: he worked in the central office of the Foreign Ministry and at Kazakhstan’s Embassy in Egypt, headed the Foreign Ministry’s Department of Asia and Africa, served as Kazakhstan’s ambassador to Saudi Arabia and concurrently to Bahrain, and was also Permanent Representative to the Organization of Islamic Cooperation. Before his new appointment, he served as adviser to Kazakhstan’s Foreign Minister. He speaks Arabic and English.
Anel Bakytbekkyzy has been appointed Ambassador Extraordinary and Plenipotentiary of Kazakhstan to Hungary. Her predecessor, Abzal Saparbekuly, was relieved of the post.
Anel Bakytbekkyzy was born in 1980. She graduated from Kazakh Ablai Khan University of International Relations and World Languages. She began her diplomatic career in 2004 at Kazakhstan’s Embassy in India, later working at the embassy in Singapore, the Secretariat of the Conference on Interaction and Confidence Building Measures in Asia (CICA), and Kazakhstan’s Permanent Mission to the UN. Before being appointed ambassador to Hungary, she had served as Kazakhstan’s Consul General in Strasbourg, France, since 2023. She speaks English, Czech and French.
Bolat Imanbayev has been appointed Ambassador Extraordinary and Plenipotentiary of Kazakhstan to the Republic of Serbia. At the same time, he was relieved of his post as Kazakhstan’s ambassador to Armenia. Kazakhstan’s former ambassador to Serbia, Madi Atamkulov, was also relieved of the post.
Bolat Imanbayev was born in 1968. He graduated from Lomonosov Moscow State University and the Diplomatic Academy of the Russian Foreign Ministry. He has worked in Kazakhstan’s Foreign Ministry system since 1994. He held various positions in the central office of the Foreign Ministry and at Kazakhstan’s diplomatic missions in Lithuania, Germany and Russia, served as Consul General in St. Petersburg, and as Kazakhstan’s ambassador to Malaysia and concurrently to Brunei. Since 2021, he had headed Kazakhstan’s Embassy in Armenia. He speaks German and English.
In addition, Kazakhstan’s Ambassador Extraordinary and Plenipotentiary to India, Azamat Yeskarayev, has been appointed ambassador concurrently to Bangladesh, Bhutan, the Maldives and Nepal.
Azamat Yeskarayev was born in 1979 in Almaty. He graduated from the Kazakh State Law Academy. He began his career at the Ministry of Justice, where he held various positions. He later held senior posts in the Prime Minister’s Office and the Agency for Fighting Economic and Corruption Crimes. From January 2023 to January 2025, he served as Minister of Justice.
