Finance Minister Madi Takiyev announced that starting next year, social payments will rise by 10 percent, in line with expected inflation.

“The number of pension and benefit recipients will grow by 288,000 people. Scholarships will be increased, and the number of students funded by the state budget will rise by 19,392 people. Contributions to the Social Health Insurance Fund in 2026 will be calculated based on the median salary,” said Takiyev at the government meeting.

According to the ministry, expenditures are based on the government’s macroeconomic forecast, which projects economic growth of 5.4 percent and inflation of up to 10 percent in 2026.

Prime Minister Olzhas Bektenov proposed approving the forecast for socioeconomic development for 2026–2028, as well as a long-term forecast until 2035. He also suggested supporting draft laws on the national budget for 2026–2028 and on the volumes of transfers for the upcoming three-year period.

“As instructed by the President, the budget remains socially oriented. At the same time, expenditures aimed at stimulating economic growth have increased. Compared to this year, they will rise from about 11 percent to 16 percent of total spending. These include nationwide infrastructure projects, stimulus measures, and state support for business,” Bektenov noted.

Ealrier, the Ministry of Labor and Social Protection of Kazakhstan released new figures on the average pension size in the country.
