Tengrinews.kz - Deputy Prime Minister and Minister of National Economy Serik Zhumangarin has called for restrictions on migration to the capital.
On March 5, members of the Mazhilis reviewed a draft law on the development of the capital and cities of national significance.
During the discussion, Deputy Zhiguli Dairabayev questioned how much Astana's population could grow in the future.
"You mentioned that 800 people are registered in a single apartment—this doesn’t just happen by chance. It means there is a huge influx. Are there specific figures on Astana’s population? The city was designed by Japanese architects. We understand that, in the steppe, it was possible to build a large city," the deputy said, addressing the deputy prime minister.
In response, Serik Zhumangarin emphasized that the city’s infrastructure is under significant strain due to rapid population growth.
"I believe Astana's population has long exceeded the projected numbers. There is now a shortage in all areas of infrastructure. The deputy akim (governor) of Astana certainly knows more about this issue than I do. But just look at the water supply problem—last summer, you saw what happened. That’s why this law is relevant. Certain restrictions need to be introduced; migration must be limited, and population growth controlled. People should be directed to other regions, but for that, jobs, institutions, and large businesses need to be developed there," he stated.
Earlier, it was reported that a limit would be introduced on the number of residents registered in a single apartment in Astana. The Mazhilis deputies are currently reviewing the relevant legislative amendments. According to Deputy Prime Minister and Minister of National Economy Serik Zhumangarin, people are increasingly moving to major cities, leading to the issue of so-called "rubber apartments."
