Tengrinews.kz – Kazakhstanis, along with other foreign nationals, could face stricter entry rules to Russia as repeated traffic violations may now become grounds for refusal of entry for up to three years.
According to Russia’s federal law “On the Procedure for Leaving and Entering the Russian Federation,” foreigners may be denied entry if they have been held administratively liable two or more times within three years. This applies not only to serious infractions but also to minor traffic offenses.
Russian media note that even if all fines are paid, foreigners may still face a ban. Violations that can trigger a three-year entry restriction include:
- jaywalking and other pedestrian offenses;
- not wearing a seatbelt or helmet;
- refusal to undergo a medical sobriety test;
- driving without a valid inspection certificate;
- failing to yield to pedestrians;
- violations related to license plates;
- ignoring road signs and markings.
Beyond traffic rules, Kazakhstanis may also be barred for reasons such as security concerns, prior deportation, criminal convictions, unpaid taxes, overstaying, or using false documents. Depending on the violation, bans may range from three to ten years.
Since June 30, Russia has also introduced new entry procedures: every foreigner must now have a digital profile with passport details, fingerprints, and facial photos. Citizens of Kazakhstan can still travel visa-free, but must be ready to:
- submit biometrics at border points (airports in Moscow, Mashakovo crossing in Orenburg region);
- file an electronic application via the ruID app;
- register SIM cards with biometric data;
- undergo medical checks and fingerprinting if staying more than 90 days.
Kazakhstan’s Embassy in Moscow advises citizens to check their status on the Russian Interior Ministry’s website before traveling.
In addition, recent Russian laws now impose fines for searching extremist materials online, require some migrants to install the “Amina” tracking app, and ban promotion of drugs in books, films, and media. Advertising on Meta platforms (Instagram, Facebook) is also prohibited, with penalties for violators.
