Tengrinews.kz — More than 590,000 Kazakhstanis have been exempted from administrative fines under the amnesty, citing a statement from the Interior Ministry.


The ministry said how many citizens had already been exempted from administrative penalties, recalling that on July 1, the President signed a law on amnesty timed to coincide with the adoption of Kazakhstan’s new Constitution.

The amnesty affected about 590,000 people. Enforcement of more than 1.3 million administrative penalties against them has been terminated, totaling over 22 billion tenge.

“The amnesty is a one-time act of humanism and does not exempt people from liability for future offenses. If they commit offenses again, those responsible will be held accountable in full accordance with the law. The Ministry of Internal Affairs urges citizens to comply with the law, respect the rights of others and remember: the best way to avoid liability is not to commit offenses. It is adherence to the principle of ‘Law and Order’ that forms the basis of a safe and fair society,” said Murat Kabdenov, chairman of the Interior Ministry’s Administrative Police Committee.

First administrative amnesty

A separate provision of the law establishes the first administrative amnesty in the history of independent Kazakhstan.

The following will be exempt from administrative fines:

  • citizens;
  • individual entrepreneurs;
  • notaries;
  • attorneys;
  • private bailiffs;
  • legal consultants.

This applies to fines that remain unpaid at the time the law comes into force and fall under the jurisdiction of the authorized bodies.

The amnesty will not affect:

  • fines imposed by courts;
  • fines for offenses posing a threat to the security of citizens and the state

For the first time in the history of independent Kazakhstan, the administrative amnesty exempts people from paying fines imposed for offenses covered by more than 260 articles of the Code of Administrative Offenses.

It is important to note that amnesty, both criminal and administrative, is a one-time measure. If those granted amnesty commit another offense, they will be held liable on general grounds.
