Tengrinews.kz - A member of the Mazhilis, Bolatbek Nazhmetdinuly, has proposed stricter penalties for dual citizenship in Kazakhstan.
Speaking at a parliamentary session, Nazhmetdinuly reminded lawmakers that the Constitution of Kazakhstan explicitly prohibits dual citizenship. However, he noted that in practice, many citizens conceal their second passports while continuing to enjoy full rights and privileges as Kazakh citizens.
“What is particularly concerning is that even when such cases are identified, the punishment is limited to fines of about 690,000 tenge. Those under suspicion can still freely leave the country, as the actions of law enforcement are strictly tied to formal administrative procedures and the Criminal Procedure Code,” the deputy said.
According to him, individuals with dual citizenship often become unreachable for investigations.
“This is partly due to the impossibility of extradition from certain countries. We know there are many such cases. Someone who hides their second citizenship is no longer a Kazakhstani. They don’t feel part of this country, don’t think about its future, and wait for the right moment to leave. They use their rights but don’t fulfill their duties as citizens. That’s not a citizen, but a temporary resident with a suitcase mentality. I will push for tougher measures, including criminal liability, for those with dual citizenship. I am confident my colleagues will support this initiative. Is the Ministry of Internal Affairs ready to back it?” Nazhmetdinuly asked Interior Minister Yerzhan Sadenov.
In response, Sadenov said the ministry would comply if new legislation is passed.
“Most people with dual citizenship follow the law both here and in their other country. But there may be criminal elements and other issues. We are ready to discuss this, since it concerns national security and public stability,” the minister said.
