Tengrinews.kz – Senators have approved a law that will allow Kazakhstanis to legally work in Qatar under official agreements providing for free housing, travel, and airfare.

How it will work

Senator Ruslan Rustemov explained that the employment of Kazakh citizens in Qatar will follow an established procedure:

  • First, a Qatari employer submits an application specifying candidate requirements, working conditions, and the contract duration.
  • Then, the Qatar Ministry of Labor forwards these applications to Kazakhstan, where the selection of suitable candidates will begin through the electronic labor exchange.

An employment contract will be signed between the worker and employer and registered with the ministries and embassies of both countries.

The employer will be required to provide the worker with housing or housing compensation, free transportation or flight expenses, medical care, and paid annual leave.

A Qatari employer may terminate their obligations under the employment contract only in two cases:

  • If the worker resigns before the end of the contract term;
  • If the worker commits a serious violation that allows dismissal without notice and without compensation.

The First Vice Minister of Labor and Social Protection, Askarbek Yertayev, explained what could be considered violations by a Kazakh worker:

“Actions that contradict the legislation, cultural, or religious norms of the State of Qatar may be regarded as violations of public interests. Such actions include participation in illegal gatherings or demonstrations, making offensive remarks toward the state, religion, or leadership, the use of alcohol or narcotic substances, immoral behavior in public places, as well as failure to observe labor discipline,” Yertayev listed.

According to the official, before departure, Kazakh workers will receive orientation training at special centers in three regions.

There, they will be informed about the laws of Qatar, behavioral rules, local customs, and aspects of daily life in the country.
