How the time change affected Kazakhstan's energy system

According to the ministry, moving the time back by one hour did not cause any disruptions in the energy system or restrictions for consumers.

It was reported that electricity consumption in Kazakhstan is directly influenced by the daily rhythm of life. Peak loads traditionally occur in the morning and evening hours when activity increases. However, the time shift did not change this pattern and did not impact the availability of electricity for consumers.

"An analysis of data from January to September 2023 and 2024 shows a stable growth in electricity consumption at a rate of 4 percent. This growth is due to the natural increase in consumption by the population and the economy overall, rather than changes in time zones. For example, consumption in the Western zone of UES increased by 10.4 percent compared to the same period last year, where the administrative time shift back by one hour was not implemented," the Ministry of Energy reported.

Meanwhile, with the introduction of the Single Power Purchaser mechanism, electricity imports have increased, allowing for planned power flows from neighboring countries to cover shortages during peak hours. This also enabled the possibility of major maintenance for the country’s large power plants as planned.

Previously, we reported that Kazakhstani citizens “attacked” the Facebook of the initiator of the time zone change.

As a reminder: on the night of February 29 to March 1, Kazakhstan switched to a single time zone. Three months later, on June 7, a petition to cancel the time change gathered the required 50,000 signatures.

In August, the Ministry of Trade and Integration announced the final decision regarding the time zone petition. At that time, Minister Arman Shakkaliyev stated that based on substantiated scientific international studies on the positive effects of standard time zones and the absence of evidence of negative health impacts, a decision was made to deny the petition.
