Tengrinews.kz - Mazhilis Deputy Askhat Aimagambetov highlighted resistance to the introduction of preschool licensing in a post on his Telegram channel.

According to the deputy, the recently adopted regulation mandating the licensing of kindergartens is both significant and necessary.

"The top priority is the life, health, and safety of our children. Licensing ensures accountability and compliance with unified standards, which will apply equally to both public and private kindergartens. This is a major step toward improving safety and service quality for all children," Aimagambetov stated.

He assured that licensing would not reduce the number of kindergartens.

"The state is deeply invested in supporting and maintaining existing institutions. As noted by the Ministry of Education, licensing requirements will not be overly stringent," he said.

Aimagambetov added that institutions will have until 2027 to prepare for licensing.

"Private schools have been undergoing licensing for a long time, and this has not hindered their growth—they have increased in number nearly 20-fold. We first initiated this discussion while I was at the ministry. There were petitions, complaints, and debates, which is natural as owners often react strongly to changes. However, over time, we managed to implement this decision, and the practice has proven its necessity. Despite some resistance, we have taken a step forward for the sake of quality and children’s safety," he concluded.

Starting January 2027, all organizations providing preschool education and childcare in Kazakhstan will be required to obtain a license. This provision is part of the new law on education and child protection, approved by the Mazhilis in November.
