Recently, the Head of State introduced amendments and additions to several documents related to civil service. Some of these changes pertain to disciplinary measures for civil servants.
According to ACSA's response to an official inquiry by Tengrinews.kz, civil servants in Kazakhstan are categorized as administrative or political.
The activities of political civil servants are politically defining in nature, and they are responsible for implementing political goals and objectives. The procedure for addressing their disciplinary responsibility is outlined in the rules for imposing disciplinary sanctions on civil servants, which were approved back in 2015.
President Kassym-Jomart Tokayev introduced amendments to these rules "to regulate the aforementioned procedure."
"The Head of State issued a decree introducing clarifying amendments and additions to the rules, providing for disciplinary sanctions against political civil servants for failure or improper execution of orders from the President or the leadership of the Presidential Administration based on or in implementation of the President's directives," the agency's response stated.
It should be noted that under the civil service law, disciplinary measures for violations of official discipline and ethics can include reprimands, warnings, severe reprimands, notices of partial professional compliance, demotion (excluding elected officials), and dismissal from a government position.
