Tengrinews.kz — Drug use will become grounds for dismissing civil servants in Kazakhstan. This provision was included in the draft law on public service, approved today by the Mazhilis in its first reading.
As Mazhilis deputy Marat Bashimov explained, the document extends the time limits for imposing disciplinary penalties to three months from the date the offense is discovered and up to one year from the date it was committed. Under current legislation, these periods are half as long — from one to six months, respectively. The draft law also provides that if there are mitigating circumstances and no aggravating ones, new disciplinary penalties may not be imposed on a civil servant.
“One of the grounds for dismissing a civil servant will be the use of narcotic substances or driving a motor vehicle while intoxicated. These will be classified as actions that discredit the civil service. It will also become possible at any time to recall a civil servant who discredits the civil service from labor or study leave and resolve the issue of disciplinary liability,” Bashimov said.
According to the deputy, all these measures will help improve discipline in the civil service, strengthen trust in the system of disciplinary responsibility, and encourage civil servants to perform their duties responsibly and effectively.
