During his address, Tokayev stressed that the government and the Ministry for Emergency Situations must focus on timely prevention and effective disaster response.

“The work of rescue services, both at the central and local levels, must function as a single, well-coordinated mechanism,” the President said.

He highlighted the need to prioritize automation, digitalization, and the introduction of modern technologies, including artificial intelligence, to improve emergency management.

“Within the framework of the ‘Law and Order’ concept, the ministry is already taking steps to strengthen safety at industrial facilities, tighten fire safety and construction standards. It is essential to clearly explain to citizens — especially children and young people — the rules of safety during fires, floods, and earthquakes. Citizens must know how to act during disasters and follow safety measures in everyday life,” Tokayev noted.

The President also underlined the importance of promoting responsible behavior in nature and daily activities — such as swimming in open waters, hiking in the mountains, or driving in bad weather — to reduce risks to health and life.

Tokayev reaffirmed that the state continues to strengthen its civil protection system and support emergency workers.

“Employees of the Emergency Situations Ministry and rescue services always think about the country’s well-being and stand guard over citizens’ safety. The comprehensive modernization of civil protection and full support for rescuers will continue,” he said.
