Astana to introduce limit on number of residents per apartment

Tengrinews.kz - Astana may introduce a limit on the registration of residents in a single apartment. Relevant legislative amendments are being considered by Mazhilis deputies.

According to Deputy Prime Minister and Minister of National Economy Serik Zhumangarin, the population is increasingly moving to major cities, leading to the problem of so-called "rubber apartments."

"As practice shows, property owners often violate migration laws by registering people at their address for a fee without them actually living there," Zhumangarin said during a Mazhilis plenary session.

To address this issue, the government proposes legislative changes. The draft law on the development of the capital and cities of republican significance includes norms for registration at places of permanent and temporary residence in Astana.

"The local maslikhat will determine how many square meters per person are required. A ban on registration beyond this limit will also be introduced. However, these restrictions will not apply when homeowners register their spouses and close relatives," Zhumangarin added.

The government also proposes stricter penalties for property owners who register individuals who do not actually reside in their apartments or fail to remove people from registration in a timely manner. These amendments will be included in the Code of Administrative Offenses, but Zhumangarin did not specify the exact penalties for violators.

Previously, deputy Zhiguli Dairabayev revealed that a total of 80 villages had disappeared from the map of Kazakhstan over the past two years during a roundtable discussion on rural development in the Mazhilis.
