According to official reports, there were 67 people on board the Azerbaijan Airlines flight, including six Kazakhstani nationals. Karabayev stated that none of them survived the crash.

The Azerbaijan Airlines flight, en route from Baku (Azerbaijan) to Grozny (Russia), crashed three kilometers from Aktau at 11:30 A.M. local time on December 25. The passenger plane was unable to land in Grozny due to heavy fog and was first diverted to Makhachkala before being redirected to Aktau.
