New electricity tariffs

Starting November 1, electricity tariffs for energy-producing organizations will increase in several regions. According to the order of the Minister of Energy, tariffs will increase for:

  • Group 1 (Ekibastuz GRES-1 named after B. Nurzhanov): from 8.05 to 8.27 tenge per kWh
  • Group 2 (Eurasian Energy Corporation): from 7.40 to 7.98 tenge
  • Group 9 (“Astana-Energy” JSC): from 8.49 to 9.28 tenge
  • Group 12 (“Aluminum of Kazakhstan” JSC): from 6.05 to 7.87 tenge
  • Group 18 (“Stepnogorsk CHP” LLP): from 22.58 to 28.97 tenge
  • Group 28 (“Zhanazhol GTPP” LLP): from 11.44 to 11.85 tenge
  • Group 39 (“3-Energoortalyk” JSC): from 13.79 to 15.09 tenge
  • Group 48 (“Kazchrome” JSC): from 7.59 to 10.67 tenge

The list now also includes new companies with tariffs approved for the first time: Group 56 with a rate of 43.92 tenge per kWh, Group 57 at 56.63 tenge, Group 58 at 26.08 tenge, Group 59 at 22.56 tenge, and Group 60 at 3.07 tenge per kWh.

Extra pay for forestry workers

Starting November 3, forestry workers will receive additional pay for hazardous work conditions.

Those involved in tasks posing risks to health or life—such as firefighting, forest management, and airborne firefighting units—will receive bonuses equal to 100% of their base salary throughout the year.

Ban on exporting scrap metals

According to the order of the Minister of Industry and Construction, a temporary six-month ban on exporting black and non-ferrous metal scrap will be enforced as of November 2. This includes copper, aluminum, and lead scraps, among other metal waste, and applies to all transport types.

New media service rules

Kazakhstan has approved new regulations for providing state services in the media sector. The acting minister of Culture and Information has signed an order establishing the following regulations for providing state services:

  • Registration, re-registration, and licensing of domestic TV and radio channels.
  • Registration, re-registration, and licensing of foreign TV and radio channels broadcast within Kazakhstan.
  • Registration and re-registration of periodic print publications, news agencies, and online media.

These new regulations will come into effect on November 4.

Social worker certification changes

Starting November 5, new rules will be introduced for the certification of social workers in Kazakhstan’s social protection sector.

The certification process will include:

  • An interview
  • A formal decision by the certification committee

Social workers attending certification must present both a professional qualification document and identification, or use a digital ID from the digital documents service. During the certification, they are required to hand over phones and other digital devices. Social workers can choose to complete the certification in either Kazakh or Russian, and reference materials or any specialized literature are prohibited during the process.

Weather forecast for November

According to forecasts, November is expected to bring a mix of warm and cold days, with snow expected in most areas and rain or snow in southern and southwestern regions. Windy conditions, blizzards, and icy roads are also forecast.

  • Northern, central, and eastern regions: Night temperatures may drop to -24°C, with daytime highs reaching -12°C.
  • Western and southern regions: Night temperatures could go as low as -15°C, while daytime temperatures may reach around 0°C.

Precipitation levels are expected to be near the seasonal norm across most of Kazakhstan. However, above-normal precipitation is predicted in the northwest and northeast, including areas in West Kazakhstan, Pavlodar, northwest Atyrau, Aktobe, and certain parts of North Kazakhstan, Akmola, East Kazakhstan, and Abai regions. In contrast, below-normal precipitation is expected in southern areas, including southern parts of Karaganda and Ulytau regions.

Holidays

This year, Kazakhstan residents will celebrate a new professional holiday - Day of anti-corruption service authorities for the first time on November 18.

November will also see the following holidays celebrated in Kazakhstan:

  • November 5: Foreign Intelligence Service Day
  • November 8: Statistics Day
  • November 10: Digitalization and Information Technologies Workers' Day
  • November 15: Day of employees of the financial system of the Republic of Kazakhstan
  • November 16 (third Saturday): Driller's Day
  • November 17 (third Sunday): Day of workers of agriculture, food and processing industry

Rest days

The last month of autumn in Kazakhstan will be free of state or national holidays, meaning residents will only have weekends to rest. The number of weekend days in November will vary depending on the work schedule. Those working a five-day week will enjoy nine days off, while employees on a six-day week will have only four.

For those with a five-day workweek, the days off will be November 2, 3, 9, 10, 16, 17, 23, 24, and 30. Meanwhile, individuals working a six-day week will have Sundays off only, with days off on November 3, 10, 17, and 24, while Saturday remains a workday.
