Russia halved oil supplies to Pavlodar refinery

Russia halved oil supplies to Pavlodar refinery, RIA Novosti reports citing the source in the industry. “Normally monthly supplies made around 500 thousand tons. A little over 270 thousand tons will be supplied from Russia in May,” the speaker said. Kazakhstan party explains the decrease of supplies by technical inability of Transneft to pump over 300 thousand tons per month to Pavlodar refinery. “The refinery is about to stop,” the source added. Transneft confirmed the fact of decreasing the supplies. According to the company’s official representative Igor Demin, this is related to the fact that Kazakhstan still has not signed a document with methods of calculation of export duties for oil and oil products in the Customs Union. “We are concerned about the current situation. We have the capacities for pumping oil, but we act in line with the export schedule made by Russian Energy Ministry,” he said. Transneft notes that the method for calculation of export duties not signed by Kazakhstan is the main issue taken into account at forming the indicative balance of supply volumes of hydrocarbons in the Customs Union countries.
