Kazakhstan Agriculture Ministry has instructed to step up work on construction of grain storage facilities, Tengrinews.kz reports citing Vice-Minister of Agriculture Muslim Umiryayev as saying at the conference meeting on preparation for spring sowing campaign of 2013. “Ban of export subsidies is one of the requirements for entering the WTO. It is possible to negotiate a 3-year transition period that we can use for development of the infrastructure for production and export of grain. We have to step up the work on construction of new and reconstruction of the existing grain storage facilities, including the ones owned by agricultural producers. KazAgro holding has the capacities to issue loans for this purpose,” Muslim Ymiryayev said. According to him, the harvest of 2012 that made 12.9 million tons, including 9.8 tons that remained from the previous years, allows to cover the country’s needs in grain and export up to 7 million tons. The total of 3.8 million tons of grain was exported in the second half of 2012, including flour in grain equivalent. The available grain stock totaled at 13.6 million tons as of January 1, 2013. “Considering the internal grain consumption and the export of the first half of the year, the carryover is forecasted at 4.7 million tons by July 1, 2013. It is very important that the sowing campaign in run exactly during the period recommended by researchers. I would like to remind that we managed to grow a good harvest during the last abnormally dry year mainly thanks to strict observance of basic farming rules,” the Vice-Minister added.
