Kazakhstan's budget became more transparent

Kazakhstan has improved the residents’ access to the budget information over the past 2 years, Tengrinews.kz reports citing Director of Sandzh Research Center NGO and member of the national budget network Zhanar Dzhandossova as saying at the press-conference in Astana. “The research made by independent experts once every two years has found that Kazakhstan increased its level from 38 to 48 points out of 100 possible. (The index showing the level of openness of the local budgets. The idea is owned by the International Budget Partnership). This improvement means that Kazakhstan citizens have received a greater access to the information, when the Finance Ministry started publishing the civil budget jointly with the community,” Zhanar Dzhandossova said. However, according to her, Kazakhstan does not publish all budget documents. The blank zones include pre-budget statement, draft budget, approved budget, current reports, 6-month, annual and auditor’s reports. “Kazakhstan is the only CIS country that publishes its civil budget. Moreover, some information in the civil budget is given with even more details than in the official documents of Kazakhstan Finance Ministry. However, it is also necessary to increase comprehensiveness of the official reports and the government forecasts, so that finance can better serve the ambitious plans and better reflect the real situation,” Zhanar Dzhandossova said. Kazakhstan is in the middle of the list among other CIS countries. For example, Azerbaijan scored 42 points, Georgia received 55 points, Russia scored 74 points and Tajikistan received 17 points. The most transparent countries are New Zealand (93 points), South Africa (90 points), Great Britain (88 points), Sweden (84 points), Norway and France (83 points each). The U.S. has scored 79 points. The Open Budget Survey is based on the points on each of the 8 major budget documents. According to the experts, one of the areas that seriously decreases Kazakhstan’s budget openness index is lack of the 6-month report that allows to evaluate budget’s adequacy to the current macroeconomic situation.
