The disaster struck Spain on October 29, with Valencia’s provinces experiencing a year’s worth of rainfall within just eight hours. More than 1,200 military personnel, police officers, and firefighters have been deployed to assist with recovery and rescue efforts, particularly in Valencia and Castile-La Mancha. The government has declared a national mourning period from October 31 to November 2.

The impact of the torrential rains and floods has been devastating. Thousands of vehicles have been destroyed, and many roads are blocked, leaving entire areas isolated due to mud, water, and landslides. Many municipalities lack drinking water, and around 75,000 people in Valencia province remain without electricity.

Kazakh President Kassym-Jomart Tokayev has sent a telegram expressing condolences to Spain’s King.

Valencia’s regional head, Carlos Mazón, announced a €250 million (approximately 132 billion tenge) relief package aimed at supporting residents with home repairs, furniture replacement, and other essential needs.

Earlier in spring 2024, Kazakhstan experienced its own severe natural disaster, where floods destroyed thousands of homes, impacting thousands of families across regions. Financial aid amounting to over 397 billion tenge from state and private funds helped in rebuilding efforts, including 2,700 new homes and around 6,000 housing units for affected families.
