The state of emergency has been lifted in Zhanaozen at 7:00 a.m. today, January 31, Tengrinews.kz reports. The state of emergency was introduced in Zhanaozen by Kazakhstan President Nursultan Nazarbayev on December 17, 2011 in relation to clashes that happened in the town the day before. Initially it was planned to be lifted at 7:00 a.m. on January 5, 2012, but it was prolonged until January 31. According to the announcement of Kazakhstan General Prosecutor’s Office made on January 25, 2012, 64 people were wounded and 14 killed in Zhanaozen clashes. According to the Interior Ministry, 40 active participants and organizers of Zhanaozen clashes have been identified, 18 of them have been arrested. Besides, 10 people have been arrested after riots in Shetpe village. On January 25 General Prosecutor Askhat Daulbayev said that embezzlement of money aimed for the town's development by former and acting Akims (Mayors) of Zhanaozen further escalated the social tensions in the town and the long strike of oil workers that ended up in the clashes. Prosecutors have brought the managers of Zhanashyr and Zharylkau public endowments used for transfer of stolen money to responsibility. Criminal cases have also been initiated against managers of EP KazMunaiGas and Kompaniya Munai Ecologiya Mr. Miroshnokov and Mr. Baimukhambetov on the theft of 335 million tenge ($2.3 million) that belong to KazMunaiGas. Besides, a criminal case is being investigated against former Director of Ozenmunaigas Mr. Yeshmanov and his deputy Mr. Markabayev, both suspected of stealing 127 million tenge ($858 thousand) that belong to EP KazMunaiGas in collusion with Director of Burgylau company Mr. Seitmaganbetov. Head of the anti-extremist division of the Department of Interior Affairs of Mangystau oblast Bagdabaev, first deputy head of the Office of the Internal Affairs of the town of Zhanaozen Bakytkaliuly and police inspector of the Department of Interior Affairs of Mangystau province Zholdybaev have been brought to criminal account for the use of firearms excessing their authority that lead to the death of people.
