Akim (Governor) of Atyrau oblast Bergei Ryskaliyev called the residents of the region to stay calm in spite of the terrorist attacks on October 31, Interfax-Kazakhstan reports. “I call oblast residents to forego fear and stay calm. There are no reasons for panic. There were no victims, except for the suicide bomber who blew himself up. No serious damages has been cause either. Everyone is working normally, as usual,” Ryskaliyev said. The Akim added that the terrorists want “to threaten the people and disseminate fear”. “But the result was contrary to the one they aimed for: this accident brought people even closer together and triggered a wave of anger against such alien manifestations,” he said. Ryskaliyev noted that the authorities are working to ensure the residents' safery, “and those measures are not being taken just today, they have been in process for the last 3-4 months”. “The performed work prevented any irrecoverable damage from happening. Currently the situation is fully under control,” the Akim stressed. Earlier Tengrinews.kz English reported that two explosions happened in Atyrau in the morning on October 31. The first blast was in a garbage can at Kulmanov street. An hour later a man blew himself up in Saryarka region. Islamic group Djund Al-Khalifat (Soldiers of Khalifat) claimed responsibility for both explosions in Atyrau on October 31.
