Tropical storm flooding shuts down Philippine capital
Heavy rains brought by the outer bands of Tropical Storm Fung-Wong shut down the Philippine capital Manila on Friday, stranding motorists and forcing tens of thousands to flee their flooded homes, officials said, AFP reports.
