12 regions and 102 villages have been flooded in South Kazakhstan oblast. Regional authorities applied for government help, KazTAG reports citing press-service of oblast administration. "102 villages, 648 houses, 14 public facilities are flooded," deputy Akim (Governor) of South Kazakhstan oblast Saken Kanybekov said. He said that the oblast administration had sent a letter to the government requesting help. "When 3 regionas are flooded, it is considered a large-scale emergency situation. We need help. 648 houses have been flooded and this will be a big amount to compensate," he said. According to Kanybekov, all the works on prevention of the floods and fast elimination of their consequences have been performed and are still being performed at the cost of the regional and oblast budgets. "We are restoring the roads, strengthenings the channels and the dams. We have money for that," deputy Akim said. He also said that 14 flooded houses and 28 supplementary facilities have already been badly damaged. "Another 85 houses and 187 facilities are expected to get damaged soon," Kanybekov said. The oblast commission is currently evaluating the damages. There haven't been new floods yet, but the snow still have not melted in the mountainous regions. New floods are possible in case of sudden warming or rain. "We have made the channels and strengthened the dams in all the mountainous regions. But you never know where water goes," deputy Akim said. The floods in South Kazakhstan oblast started on February 19 because of a sudden warming and rains. There was 2-2.5 times more snow than usually in winter and the cold weather stayed for too long. That's why frozen soil could not soak up the melt water, which caused flooding of the villages next to the rivers.
