Nursultan Nazarbayev met with Serik Akhmetov who came back from a trip to South-Kazakhstan oblast, where the measures are taken to eliminate the consequences of the floods, Tengrinews.kz reports citing Kazakhstan President's official website. Serik Akhmetov informed the President of the results of the trip. "The total of 9 regions of the oblast have been flooded. Around 10 thousand people and 700 vehicles are involved in liquidation of the consequences. Akims (Mayors) have taken all the necessary measures. We are currently monitoring the direction of the water flows. Koksarai reservoir is almost full. We have increased water discharge to the Syrdarya River. Nevertheless, we want to save the water of Kaksarai and Syrdaya for the sowing campaign and for farmers," the President's press-service cites Akhmetov. Nursultan Nazarbayev stressed that it is necessary to monitor all potentially dangerous regions. "We have to know where the water is coming and which towns are on its way. We have to warn people on the danger. And those who do not take the necessary measures, have no right to expect the government to rush to their aid. This is done around the world. The state's capabilities are limited. Of course, we will help, but every citizen has to take care of himself as well. We need to study the world's experience and open insurance companies. It is important to take necessary measures not only in the south, but in other regions as well," the President said. According to Serik Akhmetov, 53 villages, 428 houses and 7 public facilities have been flooded. 418 families (2,260 people) have been evacuated. 20 kilometers of protective facilities have been restored and 15 kilometers have been built during rescue works. 240 thousand bags of sand have been used to strengthen the channels and ditches. Rescue and preventive works have been held in 99 villages and 226 populated areas of the region. Besides, first Deputy Prime-Minister told the President of the work to amend the program of development of agro-industrial complex to provide farmers with a better access to financial resources guaranteed by the agricultural production cooperative, create a united grain holding, increase grain storage capacities and develop logistics. Akhmetov also informed the President of the measures to develop energy sector and implement the Affordable Housing Program. Over 1 million square meters of housing will be put into service by 2014 at the state's cost. 42.2 billion tenge ($286.5 million) have been allocated from the budget for implementation of the program in 2012. Serik Akhmetov also told about the course of implementation of the plan of social-economic development of Zhanaozen in 2012-2020.
