Kazakhstan Oil and Gas Minister Sauat Mynbayev was asked to increase the allowed number of foreigners in Kazakhstan’s oil projects, Tengrinews.kz reports. The Minister met with citizens in the community liaison office of Nur Otan party. One of the persons who addressed the Minister was Li Chan from China, Commercial Director of Emir Oil. According to him, there are 352 employees in Emir Oil with only 6 Chinese among them. “The Director General is Chinese. All his deputies are local and all the engineers are local. We don’t have enough foreign content. Our managers reported that the company has 95 percent of local content, but we are getting fined every year,” the Chinese citizen said. He said that he came to Astana from Aktau especially for the meeting with Mynbayev in hope to resolve this issue. Commenting on the request, Mynbayev stressed that it was impossible to fulfill the foreign citizen's wish. “The law requires 90-percent Kazakh content among employees, i.e. 90 percent of the employees have to be Kazakhstan citizens and 10 percent can be foreigners. The request was to change this rule to lower the requirement down to 70 percent for this particular contract. Of course, I said it was impossible,” he said. By Altynai Zhumzhumina
