Representative Andy Ogles, a Republican from Tennessee, is leading the bill, which allows Trump to begin talks with Denmark about acquiring Greenland—a territory located in North America but with longstanding cultural and geopolitical ties to Europe.
"Not later than 5 calendar days after reaching an agreement with the Kingdom of Denmark relating to the acquisition of Greenland by the United States, the President shall transmit to the appropriate congressional committees the agreement, including all related materials and annexes," the bill states.
The U.S. Constitution grants Congress the authority over finances, meaning the executive branch cannot make any purchases for the federal government without prior funding approval from the House of Representatives and the Senate.
While Trump first proposed the idea during his first term in office, in recent weeks he has ramped up public comments on acquiring Greenland and other assets, such as the Panama Canal.
Last week, Trump suggested that he may not rule out the possibility of using force to seize both territories.
Meanwhile, the idea of purchasing Greenland is gaining traction among Trump's Republican allies, with supporters highlighting its strategic location near Russia—one of the U.S.'s primary adversaries.
Greenland has been under Danish control for centuries, first as a colony and now as a semi-sovereign territory under the Danish Kingdom. It adheres to the Danish Constitution, meaning any change in its legal status would require an amendment to the Constitution.
Greenland's Prime Minister Mute Egede, who has led the push for independence, has repeatedly stated that the island is not for sale and that its people must decide their own future.
Previously, Donald Trump promised significant benefits for the people of Greenland if the island becomes part of the United States.
