No voting in Zhanaozen on January 15

There will be no voting at elections on January 15 in Zhanaozen, Tengrinews.kz reports. Today, January 6, Kazkahstan Constitutional Council gave explanations to Kazakhstan Central Election Commission concerning the possibility of voting during the state of emergency. “We received the question from the Central Election Commission on the possibility of the elections in Zhanaozen, where the state of emergency was announced. The Constitutional Council replied that the elections cannot be held in Zhanaozen during the state of emergency,” chairman of the Constitutional Council Igor Rogov said. “The constitutional value of free expression of will of the residents during elections can be objectively formed, duly expressed and exercised only amid stable public security and order,” Igor Rogov noted. “The Constitutional Council follows the Law On the state of emergency that bans elections in line with the conditions and in the regions where the state of emergency announced,” he added. Rogov added that the Constitutional Council gave a concrete answer to a concrete question. According to him, other issues (in particular, the issue of postponing the voting) are to be decided by the Central Election Commission. The Council’s reply states that the CEC shall take the required measures to implement the requirements of the Constitution and Kazakhstan legislation. Clashes happened in Zhanaozen on December 16, 2011, the next day the riots repeated in Shetpe village. 17 people died, over 100 were injured. State of emergency in Zhanaozen was prolonged to January 31.
