Kazakhstan to unify all government mobile apps into one SuperApp

Under the new directive, state bodies and subordinate organizations will no longer be allowed to develop separate mobile apps. Instead, all digital public services will be integrated into the eGov and Aitu ecosystems, following the SuperApp model. The integration aims to eliminate fragmentation, streamline processes, and improve the quality and accessibility of government services for citizens.

The decision was made at a meeting of the government’s Digital Headquarters chaired by Prime Minister Olzhas Bektenov.

The same session also approved new measures to strengthen Astana Hub — the country’s main IT startup technopark. Government agencies were instructed to expand its priority activities to include multimedia production, game design and publishing, software development and modification, cybersecurity services, and English-language training. The updated list also includes business process outsourcing (BPO) for non-residents using Kazakhstan’s software solutions.

Officials noted that the expansion will help reinforce Astana Hub’s role as a key hub for the global technology community.

Note: Aitu is a Kazakh digital platform launched in 2018 that combines the functions of a messenger, social network, and payment service. Users can chat, make calls, create groups and channels, access mini-apps, make transfers, pay for utilities and taxes, and use government services.

Earlier, during a meeting on artificial intelligence development, President Kassym-Jomart Tokayev instructed the government to ensure that all communications containing personal data are transferred to the secure national messenger Aitu.
