There will be no brain exodus from Kazakhstan: Ministry of Science and Education

There will be no brain exodus in Kazakhstan, Tengrinews.kz reports, citing Megapolis and Valery Mogilny, deputy chairman of Science Committee of the Ministry of Education of Kazakhstan.

“…This problem is not so sharp today as it used to be 1990s. Those scientists were returning to their historical homeland, transferring to work in small business enterprises of developing economic sectors and other structures. At present the idea of working abroad is gradually disappearing because juridical borders between different states being diffused. The Ministry of Science and Education jointly with the Ministry of International Affairs has got in contact with former Kazakhstan scientists who work abroad now (we have 121 scientists in our data base). According to the Law On Citizenship of the Republic of Kazakhstan our former countrymen may request restoration of citizenship if they get a permit for permanent residence in Kazakhstan,” Mogilny said.

Several Scientific and Research Institutes’ employees lost their jobs on January 1, 2012. Their 3-year research projects had been completed and new projects were not approved yet. Meanwhile the Chinese government offered the following working conditions to the Kazakhstan scientists if they move to China: high wages, bonuses, remuneration of traveling expenses and medical insurance. Five million yuan ($806 000) was promised for each scientist for his scientific research.

However, none of the Kazakhstan scientists has moved to China. The newspaper supposed that some special requirements must have stopped the scientists from working in China. For example candidates should be under 65, and they would have to live in China for at least three years. Or maybe there are waiting for the local authorities to make their offers as a response move.
