During negotiations in Switzerland on Sunday — led by US Secretary of State Marco Rubio and the head of Ukraine’s Presidential Office Andriy Yermak — the document was substantially reworked and now contains 19 points instead of 28.

The exact provisions removed have not been disclosed. However, Bloomberg notes that the Trump team’s proposal to use frozen Russian assets was taken out of the plan.

The earlier draft envisioned allocating about $100 billion to a Ukraine Reconstruction Fund, with half of the income going to the US and the remainder financing joint US-Russian projects.

According to the Financial Times, some of the most politically sensitive issues were intentionally left for the presidents of the two countries to decide personally.

Kyiv and its European partners insist that the current frontline must serve as the baseline for any territorial negotiations. European officials also stress that recognizing territories seized by force is unacceptable and that Ukraine must retain full sovereign control over decisions regarding its potential EU and NATO membership — while Moscow wants to veto or condition those decisions.

A senior Kremlin foreign policy aide said Monday that Russia would attempt to “rework” certain parts of the proposal.

According to media sources, President Volodymyr Zelensky may meet Donald Trump at the White House later this week amid a series of high-level phone calls between Kyiv and Washington. Ukraine continues to push for Europe to be included in the talks.

The original 28-point Russian-American draft, developed last month by Putin’s special envoy Kirill Dmitriev and Trump’s associate Steve Witkoff, reportedly called for Ukraine to withdraw troops from cities it controls in eastern Donbas, reduce the size of its army and forgo NATO membership.
