Speaking at a ceremony in Akorda, Tokayev noted that oil, gas, and coal will remain strategic resources despite the growing role of renewables.

“In my view, hydrocarbons will continue to play a key role in global energy and, consequently, in Kazakhstan’s energy sector. As the experience of several countries shows, including European ones, alternative energy sources can only serve auxiliary functions,” he said.

Tokayev called for the adoption of advanced technologies to fully clean natural coal for industrial use, particularly in power plant construction.

“Coal accounts for about 70 percent of Kazakhstan’s energy balance, and our country ranks among the world’s top ten producers. We should not abandon this advantage but use it effectively,” the president stated.

Kazakhstan secures EU exemption for coal exports

In July, Kazakhstan reached an agreement with the European Union to continue supplying coal to Europe despite sanctions against Russian ports.

Earlier, the EU’s 16th sanctions package banned operations with several Russian ports, threatening Kazakhstan’s coal exports, particularly through Ust-Luga. Following negotiations by the Ministry of Trade, the Foreign Ministry, and Kazakhstan’s mission to the EU, Brussels agreed to relax restrictions in its 18th sanctions package.

Under the new terms, Kazakh coal may transit through select Russian ports provided it is of Kazakh origin, not owned by sanctioned entities, and only moved in transit without storage or processing.
