Tengrinews.kz – Political scientist Eduard Poletaev commented on important statements made by President Kassym-Jomart Tokayev during the first Agricultural Workers' Forum held on November 15 in Astana.
In particular, the political scientist explained the President's directive to reassess the need for ordinary citizens to submit declarations.
"During this time, the country has made significant progress in digitalization and fintech. Considering these changes, it is necessary to reassess the feasibility of requiring citizens subject to the fourth phase to file declarations," the head of state stated.
According to Eduard Poletaev, "the principle of a Just Kazakhstan implies transparency."
"Universal declaration has been implemented for several years, and adequate people have been aware of it for a long time. The black economy still has an impact, so the initiative is important. The problem is that tax authorities are slowing down the process and are unable to effectively use their tools. Tax officials should be advisers, not controllers. As the founder, I still have a family-owned individual entrepreneur, I pay taxes on time. I don’t hide material assets, and stolen property is not my concern. There are problems with corruption in the country, and those in charge must be kept on a tight leash," said the political scientist.
Kasym-Jomart Tokayev also spoke about the spending on social security for Kazakh citizens, emphasizing that one cannot save on social expenditures, public sector salaries, pensions, and benefits. As Eduard Poletaev noted, the state should not shift its obligations onto the shoulders of the population.
"Social spending, especially on healthcare and education, constitutes a significant part of the budget and is considered an investment in human capital. According to the Constitution, Kazakhstan is a democratic, secular, legal, and social state that must provide quality social goods, not shift its responsibilities onto the population," he said.
At the forum of agricultural workers, the President also announced a plan to implement new initiatives and decisions aimed at further modernization of the country. The head of state intends to present them next year at the next meeting of the National Kurultai, which will be held in Borovoe, as well as in the annual Address.
"Tokayev is a visionary leader, facing the growing demands of the people. He does not make far-sighted promises, his plans are set until 2029, when his term ends. He is a person with a clear vision of goals and a talent for inspiring people. Tokayev actively participates in the development of the state, seeking solutions to problems that require modernization. For example, the issue of switching to a single time zone affected many, and the government did not consider all the consequences when making the decision," noted Eduard Poletaev.
