Berdybek Saparbayev replaced Gulshara Abdykalikova who was appointed Kazakhstan’s State Secretary.
Berdybek Saparbayev was born in 1953 in Besaryk village of Zhanakorgan district in Kyzylorda Oblast in Kazakhstan’s South. In 1977 he graduated from Almaty Institute of National Economy (currently Almaty-based Kazakh University of Economics named after Turar Ryskulov) with a degree in Economics and Logistics Planning. He also holds a Ph.D in Economics.
After graduation, Saparbayev worked as an economist in the National Administration of State Labour Savings Bank and then deputy head of a department in the Finance Ministry of the Kazakh Soviet Socialist Republic until 1988.
In the 1990s, he held a variety of positions including those of the head of Central Economic Planning Administration, Kazakhstan’s Deputy Minister of Education, deputy head of a department in the President’s Administration and Ministers' Cabinet.
Berdybek Saparbayev also used to govern Kyzylorda Oblast and South Kazakhstan Oblast.
He also used to be Chairman of Kazakhstan’s Customs Control Agency, Vice-Minister - Chairman of Customs Control Committee of Kazakhstan’s Finance Ministry in 2002-2006, Deputy Head of Prime Minister Office - Representative of the Government in Kazakhstan’s Parliament from 2006 till 2007, Kazakhstan’s Vice-Minister of Economy and Budget Planning till August 27, 2007, whereupon Saparbayev was appointed Minister of Labour and Social Protection of the Population.
Thereafter, in 2009 he was appointed Governor of East Kazakhstan Oblast. On November 11, 2014, during an extended meeting of the political council of Kazakhstan's ruling Nur Otan Party in Astana, Kazakhstan's President Nursultan Nazarbayev cited Saparbayev's work as Governor of East Kazakhstan region as an example. "It would be very good if all the Oblasts showed a similar progress. Other regions should follow the example of East Kazakhstan Oblast," Nazarbayev said back then.
