Mukhtar Kul-Mukhammed has been appointed State Secretary of Kazakhstan. January 23 Kazakhstan’s PM Karim Massimov introduced the new Culture Minister Darkhan Mynbay. The outgoing Culture Minister Mukhtar Kul-Mukhammed has been appointed Secretary of State. “It’s a pity Mr. Kul-Mukhammed is leaving the Government. We have been working side by side for years – both in the President’s Administration and in the Government. President Nazarbayev has decided to appoint him to the position of the Secretary of State who will be in charge of all issues related to culture, information and Kazakh language. It’s a wise decision. We will be cooperating closely”, K. Massimov said. Earlier the position of the Secretary of State was held by Kanat Saudabayev. Mukhtar Kul-Mukhammed was born in 1960 in Chuguchak, China. Graduated from the Al Farabi Kazakh State University. Doctor of Legal Studies, Professor. In various years he was a Senator, served as Culture Minister, Advisor and Press Secretary to the President, Vice Head of the President’s Administration, Governor of Kyzylorda oblast.
