Kazakhstan’s President Nursultan Nazarbayev advised Kyrgyzstan not to rely excessively on foreign aid, a Tengrinews.kz journalist reports from the Kyrgyz capital city, Bishkek. President Nazarbayev believes the Kyrgyz Government should work on creating more jobs. “Any nation should rely on its own resources. It’s never possible to raise an economy through ongoing borrowings and humanitarian aid”, he said, adding that Kazakhstan-based Kazakhmys copper producer plans to invest $350 million to develop a Kyrgyz mine. According to President Nazarbayev, the trade turnover between the two nations for the five months of 2012 totaled $470 million. Direct Kazakhstan’s investments into the Kyrgyz economy exceeded $ 1 billion. During the talks in Bishkek the two sides agreed to launch the joint Kazakh-Kyrgyz investment fund. “To help Kyrgyzstan to overcome the severe economic conditions, Kazakhstan allocated $ 100 million to boost industrial production”, President Nazarbayev said. Kyrgyzstan President Almazbek Atambayev expressed his gratitude to Kazakhstan for support: Kazakhstan has pledged to supply 200 000 tons of grain on a deferred payment basis. Besides, Kazakhstan has agreed to supply an extra 100 million cubic meters of gas. The two sides have agreed to construct a high voltage line Almaty-Kemin and an oil pipeline from Shymkent to Kyrgyzstan. On the sidelines of the presidents’ talks, the two education ministers signed an agreement on construction of two schools in Kyrgyzstan. President Nazarbayev doesn’t rule out a possibility of full scholarships for Kyrgyz students willing to pursue a higher education in Kazakhstan. Besides, the two nations signed an agreement to jointly combat illicit turnover of narcotic drugs, psychoactive substances and precursors. The two presidents signed a declaration marking the 20th anniversary of establishing diplomatic ties. President Nazarbayev arrived in Bishkek August 22 on the first ever state visit.
