“Kazakhstan’s new status”: Le Figaro publishes article by President Tokayev

In the article, Tokayev discusses the increasing unpredictability of the modern world, marked by “unprecedented geopolitical turbulence and polarization.” He highlights two critical challenges - accelerating global warming and widespread migration - exacerbating each other and leading to dire consequences worldwide. Tokayev observes that existing governance systems and international response mechanisms are proving insufficient in managing these crises.
“Of particular concern is the gridlock within multilateral institutions, exemplified by the United Nations. Once an irreplaceable symbol of global solidarity, the UN now faces significant challenges. Major powers with substantial economic and political influence often diverge on key international issues, affecting regions where conflicts become prolonged and resolution mechanisms are stalled,” Tokayev writes, emphasizing the need for new approaches to multilateral cooperation.
Tokayev sees an emerging role for middle powers, whose growing political and economic authority positions them as mediators committed to global cooperation, especially when larger powers struggle to find common ground. Kazakhstan’s long-standing balanced foreign policy, he explains, is emblematic of this middle-power role, supporting peace processes and intercultural dialogue. The nation has previously hosted peace talks on Syria and negotiations over Iran’s nuclear program, while also facilitating talks between Armenia and Azerbaijan. Kazakhstan’s initiatives, such as regular congresses of world religious leaders, embody values of solidarity, equality, and peace - values shared by both Kazakhstan and France.
Tokayev highlights Kazakhstan’s domestic achievements, including advancements in green energy, digital technology, and logistics, and notes active partnerships with French companies.
“We are committed to the global climate agenda, firmly supporting the Paris Agreement, and aim for carbon neutrality by 2060 as part of our sustainable development goals,” Tokayev states.
One focal point of Kazakh-French cooperation is water management. The two countries are preparing for the One Water Summit in December, which will aim to address sustainable water resources management, a critical area for achieving the United Nations’ “Clean Water and Sanitation for All” goal.
Tokayev underscores Kazakhstan’s efforts to enhance regional integration through initiatives such as the “Middle Corridor,” a strategic route connecting Asia and Europe via Kazakhstan and the Caspian Sea. This corridor is not only expanding trade routes but also strengthening cooperative ties, thereby enhancing Europe’s and France’s energy security.
“Kazakhstan, as a leading global producer of natural uranium, remains a reliable partner for France’s nuclear energy sector,” he adds.
During French President Emmanuel Macron’s visit to Astana in November 2023, Kazakhstan and France explored collaboration in rare earth metals, renewable energy, and civilian nuclear energy, expanding the foundation for future strategic cooperation. Tokayev concludes that middle powers like Kazakhstan must leverage their capabilities to promote multilateral dialogue and ensure global and regional stability.
Tokayev anticipates France’s partnership in this mission, given its respected international influence and diplomatic experience.
"Together, we can contribute to building a stable and prosperous world, ensuring secure coexistence, mutually beneficial cooperation, and universal progress. With this vision, I am making my first state visit to Paris at the invitation of the President of the French Republic," concludes President Tokayev.
