Deputy Prime-Minister of Kazakhstan and Minister of Industry and New Technologies Asset Issekeshev believes that further innovative development requires forming of a special environment following the model used by Apply down in its history, Tengrinews.kz reports. “Availability of the special environment is vitally important for development of innovations, attraction of technologies, startups and talented people from around the globe. A little-known technology from one of Britain's universities was been successfully implemented by Apple company in the U.S. and become the foundation for modern smartphones and tablets. This shows that it is not the inventor who wins nowadays, but the one who spots and implements the invention to create a competitive product,” Issekeshev said at the meeting of the President’s Foreign Investors Council. He noted that the Innovative Development Concept till 2020 defines all the key factors that have to be in place to create this “special environment” and sets forth a package of actions for their achievement. It also deals with creation of demand for innovations and protection of intellectual property. According to Issekeshev, foreign investors could help Kazakhstan creating a technology transfer center. “You all have the necessary technological knowledge and experience, you have your own research institutes, venture funds and many experts. That’s why, first of all, following the example of Shell and LG companies, we suggest every investor to take part in development of at least one target technological program in the framework of their activities. Secondly, we are asking you to render support to our ministries, development institutes, national companies and Kazakhstan companies in creation of the technology transfer center, as well as in establishing contacts with innovative centers in your countries and implementing the best practices,” he said. The Minister also noted that it was important for Kazakhstan to clearly understand foreign companies’ plans of innovative development, including those related to modernizations. “It is important that the researches you perform in Kazakhstan are coordinated with your global plans and reflect the strategic directions of innovative development in your companies. As for your projects implemented in Kazakhstan, we are asking you to move part of the researches to Kazakhstan and involve Kazakhstan scientists,” Issekeshev said. By Renat Tashkinbayev
