Kazakhstan lags behind the West by 50 years and needs skilled personnel to enter the Top 30 of developed countries, Nursultan Nazarbayev, the President of Kazakhstan, declared in his annual State-of-the-Nation Address, Tengrinews reports.

"We are approaching a new level. We have the resources and personnel for the bigger challenge. It takes full concentration of our efforts and attention. Every Ministry, Department and Akimat (municipal/regional authorities) should be aware of that the the staff must meet these requirements. The people who does not (meet the requirements) must bed replaced. We need creative people who understand and support these policies. There is no other way. Together with the Soviet Union Kazakhstan has fallen 50 years behind the West. Are we going to continue to training behind in the footsteps of second best and gulping the dust? If that is not what we want for yourselves, if we don’t want to be cast at the sidelines of the developed global economy, we should overcome this barrier. I'm sure that Kazakhstan is ready for this challenge," Nazarbayev stressed.

According to the President, Kazakhstan's accession into the Top 30 most developed countries should be divided into two stages: "A modernization breakthrough before 2030 involving a dynamic growth of the industries traditional for Kazakhstan to create a strong industrial sector, and - as part of the second stage between 2030 and 2050 - we must ensure sustainable development of Kazakhstan on the principles of the knowledge-based economy," the Head of State said.
