Kazakhstan is ranked 68th out of 185 countries in the UN Human Development Index, Tengrinews.kz reports citing press-service of Exclusive magazine reports. The rating is traditionally based on the survey of life expectancy, literacy, education and living standards in all the countries. The UN placed Kazakhstan into the group with high human development index. Exclusive magazine compared the UN index to the data of Kazakhstan Statistics Agency and made a statement that a high index of 0.745 corresponds only to four regions of the country: Astana, Almaty, Atyrau and Mangistau oblasts. The human development index of other regions is much lower. In particular, the index of Aktobe oblast is 0.551 and is similar to the one India holds. The human development index in East-Kazakhstan oblast equals to 0.399. Afghanistan has the same index. Thus, according to Exclusive, an average Kazakhstan's human development index is 0.497. With such index the country has to be 146th; it should be placed in the group of countries with low level of potential development.
