Astana was named the most fortunate city in Kazakhstan, Tengrinews.kz reports, referring to Exclusive magazine. Kostanay oblast was declared the most unfortunate region of Kazakhstan. The experts made up a rating of regional indexes of happiness measuring them by seven characteristics: health, security, ecology, education, access to services, material values and confidence in the future. The rating included 14 Kazakhstan oblasts and Astana and Almaty cities. “The concept of the rating is very simple and is based on the official statistics data. The average Kazakhstan-wide level is the zero point for every parameter of the rating. Astana gathered the largest number of positive points. The only poor characteristic Astana had is the teachers/students ratio: the city holds -7, which is the lowest level in Kazakhstan,” the article reads. Almaty city took the second place in the rating of the most fortunate and happy cities. It keeps the leading position in health, ecology, access to services and material values. However, the experts said that crime rate was high in Almaty and there was a lack of teachers as well. Kostanay oblast, along with Akmola and North-Kazakhstan oblasts were considered the most unfortunate regions of Kazakhstan. “A considerable population outflow, low health parameters, high crime rate and wrong balance between income and minimum living wages in comparison with the average country-wide level affected the rating position of these regions,” Exclusive experts added.
