Tengrinews.kz - Deputy Prime Minister Tamara Duisenova addressed concerns about whether salaries and social benefits in Kazakhstan would rise if the value-added tax (VAT) rate is increased to 16%.
According to Duisenova, no final decision has been made yet, as discussions with business representatives and regional authorities are still ongoing.
"At today’s government meeting, Deputy Prime Minister Serik Zhumangarin reported that discussions with businesses are taking place, and officials have traveled to the regions to gather feedback. This proposal is still under review. We will collect opinions from all regions, businesses, and other stakeholders, and only after a decision is made will further details be provided," she said in response to a Tengrinews.kz correspondent’s question.
Duisenova suggested waiting for the working group's final proposal and calculations before making further assessments.
"After that, I will also be able to comment on how this may impact social protection and the broader social sector," she added.
Journalists also asked how the potential abolition of mandatory employer pension contributions might affect future pension payments.
"We have a multi-tiered pension system, which involves the state, employers, and employees. This is legally established. Regardless of any changes, every working person who has made contributions will receive a basic pension from the state, while additional funds will come from their own savings. The balance of interests among all parties will be maintained," Duisenova stated.
On February 7, President Kassym-Jomart Tokayev instructed the government to conduct additional assessments regarding the VAT rate.
"Any innovations should be carried out on the basis of a comprehensive analysis and a well-thought-out strategy. We need to work out different options that take into account the specifics of the economic sectors. I have not spoken out on this matter before, since my every word, every statement, due to my official status, can be considered a strict order, but now I would like to speak out. The VAT rate should be differentiated," Tokayev said.
The president stressed that the government must determine the upper VAT limit based on precise calculations and input from experts, business leaders, and lawmakers.
