Tengrinews.kz – Nearly 10,000 ethnic Kazakhs, known as kandas, have returned to Kazakhstan since the beginning of 2025, according to the Ministry of Labor and Social Protection.

Tengrinews.kz – Nearly 10,000 ethnic Kazakhs, known as kandas, have returned to Kazakhstan since the beginning of 2025, according to the Ministry of Labor and Social Protection.

Between January and August, 9,586 ethnic Kazakhs received kandas status. Since independence in 1991, a total of 1.157 million ethnic Kazakhs have resettled in the country.

This year, most arrivals came from:

  • Uzbekistan – 45.7%
  • China – 41.8%
  • Turkmenistan – 4.6%
  • Mongolia – 2.7%
  • Russia – 2.6%
  • Other countries – 2.6%

Of the new settlers, 58.7% are of working age, 32.3% are minors, and 9% are pensioners. Among those of working age, 15.4% have higher education, 29.7% vocational, 52.3% secondary education, while 2.6% have no formal education.

Where they settle

Kandas continue to relocate across different regions, with priority given to labor-deficit areas such as Akmola, Abai, Kostanay, Pavlodar, Atyrau, West Kazakhstan, East Kazakhstan and North Kazakhstan regions.

The resettlement quota for 2025 in these regions is set at 2,309 people, with 1,467 relocated as of September 1.

The government provides financial assistance, including:

  • Relocation subsidies of 70 MCI (275,200 tenge) per family member;
  • Monthly housing and utility subsidies of 15–30 MCI (59,000–118,000 tenge) for one year.

So far this year, 594 kandas have received state support, with 237 securing permanent jobs.

Additionally, an “economic mobility certificate” has been introduced to boost voluntary resettlement. It can be used to buy or build housing or cover part of a mortgage down payment, covering up to 50% of the cost of a home (up to 4.56 million tenge per family).
