Tengrinews.kz — According to President Kassym-Jomart Tokayev, AI is turning into an industry with full-fledged infrastructure, one that will have a decisive impact on the future of the economy, trade and global interconnectedness.

The Head of State noted that, according to UN data, investment in artificial intelligence infrastructure and related technologies has grown by an average of 47 percent per year. The global AI market is expected to reach nearly $5 trillion by 2033.

“Therefore, it seems obvious that AI governance must become comprehensive and cover the entire chain — from semiconductors and data centers to ethics, education and the protection of human dignity. At the same time, the transformation process is taking place amid serious fragmentation, characterized by geopolitical uncertainty and a lack of trust between major world powers. Unfortunately, the overwhelming majority of states are putting far more effort into eliminating the consequences of conflicts and doing virtually nothing to prevent them. AI gives us a historic chance to change this irrational logic by promoting early warning systems, preventive diplomacy, humanitarian response and peacekeeping,” the Head of State said.

The President considers it highly important that artificial intelligence can become a driving force for more just and inclusive development.

“No country should remain merely a consumer of AI. Every state must have the opportunity to develop its own human capital, digital infrastructure and institutional capacity. Once again, this is about justice and fairness. Our common task is to ensure that artificial intelligence serves the interests of the economy and society. At the same time, AI must remain under skillful and reasonable human control. That is why Kazakhstan believes the decision to create a World Organization for Cooperation in Artificial Intelligence is of historic significance. I am confident that this organization can become the foundation of a universal AI governance architecture. It should become an instrument of mutually beneficial cooperation in the interests of prosperity and the security of all humanity,” Kassym-Jomart Tokayev emphasized.

President Kassym-Jomart Tokayev took part in the opening ceremony of the World Artificial Intelligence Conference in Shanghai, dedicated to the theme “Global Solidarity in the AI Era.” At the beginning of his speech, the Head of State noted that the conference reflects China’s outstanding achievements in the field of artificial intelligence.
