Kazakhstan assesses losses after attack on CPC infrastructure, energy minister says

He recalled that the Energy Ministry had already condemned attacks on civilian and critical infrastructure.

“It is no secret that 80 percent of Kazakhstan’s oil is transported via the Caspian Pipeline Consortium. The CPC was established in line with international law, and the majority of its shareholders are companies from Europe, the United States and Kazakhstan. Only a small share belongs to a Russian company,” Akkenzhenov said.

The minister detailed the damage to one of the offshore loading devices (SPM) and the ongoing repair work.

“A large hole about 2.5 by 3 meters was formed as a result of a targeted explosion at the facility. Divers are currently working to restore the buoyancy of this SPM. After that, specialists will need to access the inside to assess damage to technological equipment. If repairs are possible, SPM-2 will also be brought back into operation,” he explained.

According to Akkenzhenov, equipment replacement is underway in parallel.

“Despite the repair works, the Energy Ministry and the national oil and gas company are making every effort to deliver two new SPMs manufactured in the United Arab Emirates. Initially, delivery was planned for April, but we are now arranging logistics to bring them in as early as January,” he said.

Commenting on the economic impact, the minister noted that damage assessment is already in progress, though further comments fall under the remit of other agencies.

“The issue of assessing losses has been addressed to the Deputy Prime Minister and Minister of National Economy. That work is underway. Further developments will likely be commented on by the Ministry of Foreign Affairs. The Energy Ministry will not make political statements — we are responsible for energy policy,” Akkenzhenov said.

Series of incidents at CPC

On November 29, another attack targeted the CPC marine terminal, causing significant damage to an offshore loading device. Following the incident, Kazakhstan’s Energy Ministry said oil exports would be rerouted via alternative routes.

Earlier, on November 25, a nighttime drone strike damaged the administrative building of the CPC marine terminal near Novorossiysk. Prior to that, drones also hit the Sheskharis oil transshipment complex, another key hub used for exporting Kazakh oil.

In February, Ukraine-linked drones attacked the Kropotkinskaya pumping station of the CPC, temporarily restricting oil transportation. A similar attack occurred in March. Later, reports emerged that Russia and Ukraine had agreed to refrain from striking CPC facilities.

Kazakhstan’s Foreign Ministry said it had conveyed its concerns to Ukraine over the attacks on CPC infrastructure.
