Karachaganak, North Caspian and Tengiz oil projects to be exempted from limits of foreign labor force

Kazakhstan’s authorities will not be limiting subsurface users within Karachaganak, North Caspian and Tengiz oil projects in terms of attraction of foreign labor before 2015, Novosti Kazakhstan reports, citing the official government’s decree.
The amendments set that employers can only obtain permits to attract foreign labor force in case the total amount of foreign specialists of the 1st category does not exceed 50% before January 1, 2012; from January 1, 2012 the amount of foreign labor force of the 1st category should not exceed 30%; at the same time the percentage of labor force of the 2nd and 3rd categories should not exceed 30% before January 1, 2012 and 10% after that date.
However, this provision is not applicable to subsurface users within the Karachaganak, North Caspian and Tengiz oil projects, their respective operators and subcontractors before January 1, 2015.
Besides, the provision is not applicable to small businesses before accession of Kazakhstan into the WTO.
