Kazakhstan is increasing expenditures on army and law-enforcement agencies. Quarter of the defense budget in 2012 will be used for rearmament, Tengrinews.kz reports citing Kazakhstan Finance Minister Bolat Zhamishev as saying at the Government meeting on August 27. “84 billion tenge ($571.5 million), or a quarter (24.3 percent) of the defense budget, is to be set aside for modernization, restoration, capital repairs and procurement of armament, military vehicles, special emergency and rescue vehicles, fire-fighting equipment and modern communication systems in 2012,” Zhamishev said. The total expenditures for defense in 2012-2014 will make 1.01 trillion tenge ($6.9 billion). 340 billion tenge ($2.3 billion) will be spent in 2012, which is 81 billion ($551 million), or 24 percent higher than 2011 values. 67 billion tenge ($455.8 million) of them will ramp up the defense and 14 billion tenge ($95 million) will be spent on preventing emergency situations and eliminating their consequences. “The ramp up is mainly related to the increase of expenses on technical enforcement of the Armed Forces; funds will also be channeled into prevention of emergency situations and elimination of their consequences," he said. Expenses of law-enforcement authorities for social protection and provision of safer will make 1.159 trillion tenge ($7.9billion) in the coming three years. 406 billion tenge ($2.8 billion) of these funds is scheduled for 2012, which is 77 billion tenge ($524 million) more than this year. “The funds planned for 2012 will be aimed at development of information systems and enhancement of the technical base, construction of facilities of the Frontier Service at the southern border, MIA hospital in Astana, facilities of interior army and correctional system, administrative buildings of prosecution system and interior affairs,” Zhamishev said. Additional 60 billion tenge ($408 million) are planned to be allocated for provision of social security in 2012. 40 billion tenge ($272 million) of these funds will be spent for provision of social security in case of a threat or emergence of crisis situations and 13.5 billion tenge ($92 million) will be allocated for countering terrorism and religious extremism.
