Tengrinews.kz – The Central Referendum Commission has clarified under what conditions the vote will be considered valid, when vote counting will begin and when the official results will be announced.
The referendum will take place on March 15 at 9,799 polling stations across the country from 07:00 to 20:00 local time, said Azamat Aimanakumov, a member of the Central Referendum Commission.
In addition, 632 polling stations will operate in military units, rest homes, sanatoriums, inpatient medical institutions, pre-trial detention centers, as well as at Kazakhstan’s diplomatic missions abroad.
“The precinct commission may declare voting closed at any time if all citizens included in the voter lists have cast their ballots,” Aimanakumov explained.
He reminded that citizens who have changed their place of stay may vote using an absentee certificate. It is issued by a precinct commission upon a written application and presentation of an identity document.
Absentee certificates can be obtained 15 days before voting day and until 18:00 on the day preceding the vote. A corresponding note is made in the voter list.
“An absentee certificate is not issued to citizens wishing to vote at another polling station within the same locality. The certificate has a five-digit serial number. Lost certificates are not restored and duplicates are not issued.
Thus, from February 27 to March 14 until 18:00 local time, citizens may obtain an absentee certificate at the precinct commission at their place of permanent registration,” he added.
The commission representative also stressed that each citizen must vote in person, and the transfer of voting rights or voting on behalf of others is not permitted.
Vote counting will begin at 20:00 local time, provided the voting schedule at a particular station has not been changed. If the schedule is altered, counting will start immediately after voting ends.
The referendum will be considered valid if more than half of eligible voters take part. The proposed decision will be deemed adopted if it is supported by more than half of those who participate in the vote.
The final results will be approved at a meeting of the Central Referendum Commission and formalized in an official protocol. The official announcement of the results will be published in the media no later than seven days after voting day — that is, by March 21, 2026.
If the new Constitution is adopted, all existing laws and regulations will remain in force unless they contradict the new Basic Law. The Government and state bodies will be required to bring their acts into compliance. Decisions of the Constitutional Council and the Constitutional Court will also remain valid unless they contradict the new Constitution.
