The legislative package introduces amendments to the Land Code, Business Code, Civil Procedure Code, Social Code, Water Code, and over 20 other laws.

  • Housing management reform: The law eliminates the "simple partnership" model for managing apartment buildings, retaining only two formats: associations of property owners (OSI) and direct joint management (NSU). This move is intended to streamline and professionalize the governance of residential complexes.
  • Tax law updates: Amendments clarify procedures related to tax deductions, credit offsets, and universal income declaration, enhancing legal certainty and updating references in the current Tax Code.
  • Administrative liability: New provisions have been added to the Code of Administrative Offenses concerning violations in the housing and utilities sector.
  • Export agency legislation: Updates were made to support the functioning of the country’s export-credit agency, aimed at strengthening international trade.

The full texts of the new laws will be published in official media outlets.

Earlier, President Tokayev also signed legislation amending the law on mandatory health insurance, expanding access to medical services for registered unemployed citizens and vulnerable groups, funded through local budgets. Contribution rates for state-funded health insurance are expected to change gradually under this reform.
