Tengrinews.kz – President Kassym-Jomart Tokayev has signed a decree expanding the powers of the Agency for Civil Service Affairs, giving it new responsibilities in anti-corruption policy and public service oversight, a Tengrinews.kz correspondent reports.

Under the new decree, the agency’s mandate now includes not only managing public service but also coordinating Kazakhstan’s anti-corruption strategy.

  • New agency tasks: The agency will be responsible for developing and implementing public policy on civil service, improving the quality of public services, and reducing bureaucracy.
  • Anti-corruption mandate: The agency will conduct external analyses of corruption risks, monitor the implementation of recommendations, promote a culture of integrity, and coordinate compliance services across quasi-public institutions.
  • Research and reporting: It will assess corruption levels in both the public and private sectors, develop a national anti-corruption report, and establish standards for risk assessments.
  • Restructured departments: The agency will now include new departments for anti-corruption policy, debureaucratization, digital recruitment, and international cooperation.

The decree came into effect on July 14, 2025.
