Tengrinews.kz – The Kazakh Parliament is discussing a new transportation bill that would delegate some state responsibilities in passenger transport to self-regulating organizations to enhance safety and oversight.
Under the proposal, an SRO will collaborate with the Ministry of Transport’s intelligent transportation system, allowing for better monitoring of taxi operators and compliance enforcement. This system will be linked to government databases to verify drivers' licenses and insurance.
The SRO will work directly with taxi aggregators, conducting digital checks on drivers and maintaining a list of those meeting safety standards. Additionally, starting April 5, 2025, vehicle inspection companies will operate under new regulations aimed at stricter oversight.
If violations are detected, the SRO will be required to report them immediately to the authorities. Lawmakers believe this system will improve legal compliance in the transportation sector.
The bill also proposes changes to fare payment rules. Receipts will now include detailed information about the carrier, passenger, trip time, and route, increasing transparency.
Additionally, the new tracking system aims to log data on transport operators and platforms in case of accidents, ensuring faster emergency response.
